Scope and Contents of the Materials

The Forest Hare Papers date from 1960 to 1982 with the majority of the papers dealing with Forrest Hare's two terms as the Algonquin Township Tax Assessor. Records include information on assessment and property taxes in the McHenry County area, political candidates election brochures, Hare's testimonies on several house bills, and newspaper clippings.

Collection Historical Note

Forrest Hare was born August 1, 1944 and attended Crystal Lake Community High School.  He served in the U.S. Air Force from August 1962 to June 1967.  While in the service he attended Southwestern State University of Oklahoma, USAF Extension Bureau and the University of Maryland, USAF Extension Bureau.  He later attended McHenry County College and took courses from the Illinois Property Assessment Institute  and the International Association of Assessing Officials (IAAO).   

Hare was elected the Algonquin Township Assessor in 1969 and took office on January 1, 1970.  Running for reelection in 1973 Hare lost the republican primary by three votes.  Denied a recount Hare was nominated by the Democratic Party.  Three lawsuits were filed.  The first was an objection to his candidacy on the county level which he won at the electoral board level.  Then the case was heard in circuit court on appeal and was lost.  Following that, attorneys for the Democratic Party filed suit in Federal Court in Chicago and also filed an appeal in Elgin at the State Appellate Court.  Hare filed a suit pro se at the county circuit court.  The appeal in the appellate court was not heard and the suit which Hare filed at the county level was mediated.  At the same time, Hare ran a write in campaign and was reelected by over a thousand votes with 7,000 voters participating.  Hare started his second term as Assessor on January 1, 1974.  

Hare was involved in community activities such as the Northern Illinois Township Assessors' Association, the Involved Citizens Association, the McHenry County Assessor's Association, the Crystal Lake Jaycees, American Legion, the First Congregational Church, and McHenry County Young Republicans.
